Canada’s immigration authorities, specifically Immigration, Refugees, and Citizenship Canada (IRCC), have updated their language proficiency test requirements, moving the anticipated acceptance of the Pearson Test of English Core (PTE Core) to early 2024. This change from the previously expected late 2023 timeframe marks a significant shift for those looking to immigrate to Canada under various economic programs.


Understanding PTE Core vs. PTE Academic Exams


It’s crucial to distinguish between the PTE Core and the PTE Academic tests. While PTE Academic remains a valid option for SDS (Student Direct Stream) study visas and permits since August 10, 2023, the PTE Core is designed explicitly for permanent residency applications, particularly for economic immigration programs.

Expected PTE Core Test Score CLB-Level Equivalency


Canadian Language Benchmark (CLB) levels are critical for assessing English proficiency in the immigration process. The IRCC has established corresponding PTE Core scores, calculated by comparing them to the IELTS General scores, for each CLB level.

PTE Core CLB Level Scores:

  • CLB 10: Reading 84, Writing 76, Listening 89, Speaking 76
  • CLB 9: Reading 66, Writing 66, Listening 84, Speaking 66

Specific Program Requirements

Federal Skilled Worker Program (FSWP) Express Entry

For FSWP, the minimum requirement is CLB level 7 in all abilities, which translates to a PTE Core score of 46 or above in each module. The PTE equivalent for the IELTS “magic number” of 8 triple 7 (eight in listening and seven in other modules) could be 84 in listening and 66 in other skills.

Federal Skilled Trades Program (FSTP) Express Entry

For FSTP, the minimum requirement is CLB level 5, indicating a potential PTE Core score of 18 or above in reading and 29 or above in the remaining modules.

Canadian Experience Class (CEC) Express Entry

  • CLB Level 7 (TEER 0 or 1 jobs): PTE Score – 46 in each module
  • CLB Level 5 (TEER 2 or 3 jobs): PTE Score – 15–18 in reading and 29 in other modules
